| 内容記述 | This article deals with resident collaboration in relation to the issue of local government becoming a only name of resident self-governance and democracy. In order to examine the effect on local government resident self-governance with collaboration between local citizens and local government administration, we can focus on the case of Miyazaki city regional autonomous district system. "Collaboration" is emphasized to be a characteristic of the system and we can regard it as an typical example of resident collaboration where the government takes the lead in building and promoting the system. Have the regional autonomous district framework and resident collaboration contributed to the resident self-governance of Miyazaki city government? Keeping in mind this research question, I examined the regional autonomous district system and considered the functions and characteristics of resident collaboration. At first I examined the history of collaboration in Miyazaki city government. I talked about the legal characteristics of regional autonomous district system based on the Local Autonomy Law, and then examined the institutions and activities that make up the framework of Miyazaki city regional autonomous district. And I examined the current status of the regional autonomous district framework and the discussions. As a result of the examination, I could indicate the following concerns. There are doubts about whether the voices of ordinary local citizens are listened to and weather their intentions are reflected on. There are questions that we cannot necessarily say that there is an effect on the city administration or a connection to the city administration as resident self-governance. Collaboration has the future possibility of burden on local citizens. It is thought that what the administration aims for and how it interacts in collaboration will influence the significance of local government administrative and financial autonomy. Regarding these questions, it is necessary to clarify the actual situation. |
