| 内容記述 | Minapolitan programs are intended to create an area consisting of one or more centers of activity in rural areas as a fisheries production system and a certain natural resources management. They are indicated by the functional and hierarchical linkages in the spatial unit of the settlement system and the agribusiness system. The outcome of the program is people’s well-being, which can be manifested by people’s capability, according to Sen (2000). Since people’s capability is subjective and personal, the capability approach is more suitable for evaluating minapolitan programs. One of the minapolitan regions that needs to be evaluated is “Desa Nila” (Tilapia Village), located in the sub-district of Polanharjo, Karanganom and Tulung, Klaten Regency, Central Java, Indonesia. By using the community capability index and place capability supporting index proposed by Pramono (2016), this paper aims 1) to identify whether minapolitan programs can improve the suitability of a place to facilitate the creation of well-being of fish farmers and 2) to describe factors affecting minapolitan programs to improve fish farmers’ well-being. Analysis reveals that minapolitan programs conducted in Klaten Regency have a positive impact on the well-being of fish farmers, as manifested by people’s capability. Moreover, minapolitan programs can improve the suitability of a place to create well-being, as indicated by the positive value of place coefficient. There are 11 groups of factors influencing the success of minapolitan programs in Klaten Regency. The factors consist of minapolitan program support for: 1) the fulfillment of daily life necessities, 2) healthy life, 3) social life, 4) knowledge and housing, 5) human resource capacity, 6) network development, 7) the availability of space to stay and information, 8) the aspiration regarding space to generate income, 9) transportation cost, 10) income and saving, and 11) strengthening human survival power. |
