The electric charge and electric discharge control unit used two kinds of devices. The one is ECaSS (Energy Capacitor System) and the other is a direct parallel changeover circuit by a shift type bank change method. An electric discharge to an electrolysis cell was performed and compared electric charge and electric discharge characteristic. As the result, it was understood that the hydrogen production system was effective to use a direct parallel changeover circuit. In addition, an experiment was performed with a direct parallel changeover circuit by a purpose of the most suitable constitution of a hydrogen production system. The experiment was changed a changeover point when direct parallel connection was changed.
