| 内容記述 | In rural regions where the population is declining, local and regional governments are being asked to respond better and to take further measures for the residents and for each local areas. While policy measures by the governments are required more, their financial difficulties are expected. With regard to policy agendas in rural depopulated regions, how do the measures of regional governments act and effect on residents and on each local areas within the region? What kind of efforts are regional governments making in relation to policy issues in the face of financial difficulties? Keeping in mind these concerns, I examined the administrative and financial efforts of regional government, focusing on financial aspects. We can take the case of Miyazaki Prefecture as rural depopulated region. I examined the financial reforms that have been carried out as part of the Miyazaki Prefecture administrative and financial reforms. I focused on the preparation of budget for the coming fiscal year. How did the contents of the administrative and financial reform outline and the administrative and financial reform plan affect the annual budget formulation? As a result of the examination, I could show the followings. The goal of the financial reform was to avoid a deficit and fund depletion. The main measure taken to achieve the goal was to restrain expenditures. Meanwhile, priority policy issues and the measures were implemented with budgetary measures while restraining expenditures. Even after achieving the goal of the financial reform, there seems to be a situation in which the measures for policies with priority continue to be implemented in budget formulation with a different new look. |
