Several cases, in which mayors' strong leadership are found, are introduced: Miyazaki-prefecture, Aya-town, Nishimera- and Nango- villages.  Based on these cases, the results of the policies and the leaderships of mayors are evaluated.  It reveals the difficulties in obtaining the aimed result, succeeding the planning concept.
