Supposing the prevention of the elution of lead from incineration fly ash by adding soluble phosphate and magnesium, the purpose of this study was to obtain basic knowledge of the effect of magnesium on the prevention of the elution of lead. The removal rate of lead at a pH of 13 was lower than that at a pH of 12. It would be caused by the increase in residual concentration of lead by forming [Pb(OH)3]^- complex at a pH of 13. The removal rate of lead was increased with addition of magnesium. The removal rate of lead was also increased with the addition of phosphate, but decreased when phosphate more than a certain value was added. Concentrations of lead, phosphate, magnesium and calcium in treated solution could be almost predicted by assumed reactions and equilibrium constants. However, the effect of magnesium and phosphate on the removal rate of lead could not be explained by the reactions and equilibrium constants. Therefore, the improvement of reaction system would be necessary.
